The Carrollton Fraternal Order of Police Lodge #35 was established as a tribute to Officer Tony Jackson Garrett who was killed in the line of duty on December 28, 1975. Officer Garrett was involved in a fatal car crash while in pursuit of a suspect.
The FOP is comprised of members of the Carrollton Police Department and surrounding agencies. These dedicated individuals work hard year round to make each of our events successful.

The Fraternal Order of Police was founded and continues to operate as a representative organization. You have a voice and vote in all matters in your local lodges. You, the members, through your local lodges direct the effots of the FOP. You decide what programs and benefits are right for you. You elect your officers to represent you. We have full-time staff members, but there are no high-paid "executives." No other police association offers so much for so little. Whether in labor, legislation, education or fraternalism, your voice, and the voice of your fellow members, is the Voice of the Fraternal Order of Police.

In 1915, the life of a policeman was bleak. In many communities they were forced to work 12-hour days, 365 days a year. Police officers did not like it, but there was little they could do to change their working conditions. There were no organizations to make their voices heard - no other means to make their grievances known.
This soon changed, thanks to the courage and wisdom of two Pittsburgh patrol officers. Martin Toole and Delbert Nagle knew they must first organize police officers like other labor interests if they were to be successful in making life better for themselves and their fellow police officers. They formed Fort Pitt Lodge #1 and decided on the name "Fraternal Order of Police" due to the anti-union sentiment of the time. However, there was no mistaking their intentions. As they told their city mayor, Joe Armstrong, the FOP would be the means "to bring our grievances before the Mayor and Council and have many things anjusted that we are unable to present in any other way...we could also get many things through our legislature that our Council will not, or cannot, give us"
And so it begins, a tradition of police officers representing police officers. The Fraternal Order of Police was given life by two dedicated police officers determined to better their profession and those who choose to protect and serve our communities, our states and our country. It was not long afterward that Mayor Armstrong was congratulating the Fraternal Order of Police for their "strong influence in the legislatures in various states...their considerate and charitable efforts" on behalf of the officers in need and for the FOP's efforts at increasing the public confidence toward the police to the benefit of the peace, as well as the public.
From that small beginning the Fraternal Order of Police began growing steadily. Today, the tradition that was first envisioned almost 100 years ago lives on with more than 2,200 local lodges serving 328,000 members in the United States. Thus, the FOP is the largest professional police organization in the country and countinues to grow by building on our proud tradition. The members of the FOP are proud professionals working on behalf of law enforcement officers from all ranks and levels of government.
From our humble beginnings, the Fraternal Order of Police has become the most influential voice among law enforcement professionals representing its members from coast to coast. We are committed to the belief that no one knows the danger and difficulties faced by police officers better than another police officer. The Fraternal Order of Police was founded and continues as a representative organization with its members participating directly in the efforts of the FOP.
Our members decide what programs and benefits are best for them while choosing those they deem best fit to lead their organization. Whether in labor, legislation, or education, the Fraternal Order of Police is committed to providing the best service possible to its members.
The Fraternal Order of Police Legislative Program in Washington, DC has been touted as the "Voice of Law Enforcement" on Capitol Hill. The Steve Young Law Enforcement Advocacy Center is located only a few blocks from Capitol Hill and serves as the base of the FOP's lobbying and Federal government relations efforts. The Fraternal Order of Police is the most respected law enforcement organization in Washington and as such is called upon almost daily as a resource for both the Congress and the White House on matters of concern to law enforcement. Our full staff of professional advocates work every day to advance the interests of you, the members of the Fraternal Order of Police.
Our National Legislative Committee, comprised of active members of the FOP, works in conjunction with the Executive Director and the staff to enact into law the legislative agenda chosen by the members of the organization. Our National Legislative Program is the most avtice and comprehensive of any law enforcement organization in Washington. The committee is also available to you to assist and coordinate legislative efforts in your area.

The Fraternal Order of Police is committed to furthering the belief in law enforcement that "knowledge is power." The National Education Committee provides a number of opportunities for members to obtain that all-important knowledge. We offer a variety of educations seminars and have created the National Fraternal Order of Police University (NFOPU) for members to complete their college educations.
Labor & Legal
Employee rights, latest advances in bargaining and representation and the latest court decisions affecting our memebrs are just some of the topics covered in seminars presented by our Labor Services Division.
Leadership
The annual Leadership Matters seminar, held in Nashville near the national headquarters, offers local and state lodge leaders the tools to make them more effective leaders both within and outside of the organization.

NFOPU
The FOP now offers members an opportunity to either start or complete their college educations by forming an alliance with regionally accredited universities which offer degree programs that can complete entirely online. The participating schools offer special benefits to FOP members which, in some cases, include tuition discounts and other scholarships.
The labor Services Division provides a comprehensive set of resources and services designed to ensure that no offcer goes to the bargaining table alone. In addition, we provide assistance to your lodge to obtain the right to become your bargaining agent or to try to influence the public officials who determine your hours, wages, terms and other conditions of employment.
Whether your department requires contract information, experienced legal experts, training seminars, or personalized labor research, the Labor Services Division stands ready to provide you with the people and resources you need.
The FOP is the largest professional police labor organization in the country. We know that no one can represent an officer as well as a fellow officer. FOP members have worked through thousands of labor situations. The Labor Services Division has access to the collective knowledge of more than 328,000 law enforcement professionals.
The Labor Services Division is staffed by full-time professionals who provide highly skilled support services on behalf of the National FOP to state and local lodges in the area of labor relations. These Labor Specialists are available to travel extensively throughout the country to assist member lodges. In addition, the Labor Services staff is available to answer members questions and to provide information and/or advice. The Labor Services Division is the hub for FOP labor information.

Easter Seals
The FOP has been a National Corporate Sponsor of Easter Seals since 1978. During that time millions of dollars have been raised for the charity. Why not join with us and give back something to the community?
Torch Run for Special Olympics
Started in 1982 in Wichita, Kansas, the Law Enforcement Torch Run now involves over one hundred thousand law enforcement officers from around the world. Every year many millions of dollars are raised, all for Special Olympic programs.
The FOP Legal Defense Plan, Inc., is owned and operated by the FOP and designed exclusively for the legal defense protection of its law enfrocement professionals. With the increased public scrutiny police officers face in today's litigious society, the Legal Defense Plan should be apart of your standard operating procedure.
